From BRICS, OECD, RCEP, CPTTP, Trump's Tariffs, Indonesia-EU CEPA, Indonesia-Canada CEPA and Others: The Scorecard for President Prabowo’s First-Year Economic Diplomacy

In the first year of President Prabowo Subianto’s administration, Indonesia has concluded several important trade agreements, adding to its achievements on economic diplomacy. From his first day in office, President Prabowo has taken significant steps in advancing Indonesia’s economic diplomacy, including Indonesia's accession to BRICS, resolving President Trump’s tariff measures and reaching an agreement at the 19-percent level, and finalizing both the EU–Indonesia CEPA and the Indonesia–Canada CEPA. In addition, Indonesia continues to pursue accession to the OECD and the CPTPP. However, Indonesia still faces a range of internal and external challenges in its economic diplomacy which need to be navigated smartly. These include rising protectionist trends, the strengthening of regional supply chains, the ongoing dysfunction of the World Trade Organization’s (WTO) dispute settlement mechanism, and the political use of tariffs and export restrictions, among others. Domestically, significant challenges also persist. For example, accession to the OECD and the CPTPP requires reforms to state-owned enterprises, government procurement practices, and domestic regulations that are not yet fully-aligned with international standards.

This session will discuss Indonesia’s economic diplomacy over the past year and the outlook for the year ahead, while examining the opportunities and risks that Indonesia should anticipate. The session will also explore the geoeconomic landscape of the Indo-Pacific region, which relies heavily on stability and a rules-based international order — an order that is currently being tested.

Tahun pertama pemerintahan Presiden Prabowo Subianto telah mencapai beberapa kesepakatan dagang penting dan menambah catatan pencapaian diplomasi ekonomi Indonesia. Presiden Prabowo telah melakukan beberapa langkah penting diplomasi ekonomi dari hari pertama menjabat sebagai presiden, termasuk bergabungnya Indonesia dengan BRICS, penanganan tarif Presiden Trump dengan kesepakatan di angka 19 persen, hingga penuntasan EU–Indonesia CEPA dan Indonesia–Canada CEPA. Selain itu, upaya aksesi ke OECD dan CPTPP tetap berlanjut. Meski demikian, terdapat berbagai tantangan diplomasi ekonomi yang perlu dicermati ke depannya baik secara internal maupun eksternal, termasuk tren proteksionisme, penguatan rantai pasok di kawasan, tidak berfungsinya mekanisme penyelesaian sengketa di World Trade Organization (WTO), penggunaan tarif dan pembatasan ekspor untuk keperluan politik, dan lainnya. Di dalam negeri pun, terdapat tantangan yang cukup signifikan, misalnya aksesi OECD dan CPTPP menuntut reformasi BUMN, procurement pemerintah, dan regulasi domestik yang belum sepenuhnya selaras dengan standar internasional.

Sesi ini akan membahas diplomasi ekonomi Indonesia selama satu tahun ke belakang dan satu tahun mendatang, serta mendalami peluang dan ancaman yang perlu diwaspadai oleh Indonesia. Selain itu, sesi ini juga akan membahas lanskap geoekonomi di kawasan Indo–Pasifik yang sangat bergantung pada stabilitas dan tatanan dunia berlandaskan hukum (rules-based international order) yang tengah diuji.
